Changes to the Fibre to the Premises (FTTP) Policy

The Commonwealth Government has made a number of announcements about changes to the regulatory regime in relation to the deployment of telecommunications infrastructure in new developments.

Updated Government Policy

The most recent of those announcements was the release of an updated policy (Fibre in new developments) on 22 June 2011 by the Minister for Broadband Communications and the Digital Economy. This announcement further clarifies the Minister's statement from 9 December 2010. Under the Government's policy:

  • NBN Co will be responsible for FTTP deployment for all developments greater than 100 lots (planned over 3 years) within the long term NBN fibre footprint.
  • Telstra will continue to be responsible for delivering infrastructure and services for developments of less than 100 lots over 3 years and all developments outside the NBN long term footprint.
  • In all types of new developments, developers are responsible for providing (including paying for) pit and pipe infrastructure that meets NBN Co’s specifications.

Where Telstra is responsible for delivering infrastructure inside the NBN fibre footprint it will install telecommunications infrastructure until NBN Co is ready to provide fibre to that development. In line with the Government’s policy statement Telstra may provide copper infrastructure, fibre or, in limited circumstances, wireless services. Telstra will determine which technology is most appropriate for each development taking into account various considerations including the timeframe for which the interim solution is required and the customer's location and requirements.

Telstra's Pit and Pipe Offering

Telstra provides a commercial pit and pipe service (in Telstra responsible developments as outlined above) and further details are set out below.

There is no obligation for a developer to use Telstra to supply pit and pipe infrastructure for a new development.

Telstra's commercial pit and pipe service is for the design and construction of the pit and pipe network within a developer supplied trench and is broadly consistent with NBN Co’s standards (as they are currently available). The trench open date (usually for the shared electrical trench) is an important factor in whether Telstra can supply pit and pipe. Telstra requires developers to lodge an application at least 10 weeks before trenches/road crossings are open.

Telstra will not commence any design and construction activities for pit and pipe until full payment is received. Telstra requires payment of the invoice at least 6 weeks prior to your trench open date to enable completion of a detailed design and to arrange a Constructor.

Telstra’s commercial pit and pipe service will generally not be offered in developments where NBN Co has confirmed it will be installing fibre.
