Regional & Rural Presence Plan

On 9 June 2006, the Minister for Communications, Information Technology and the Arts accepted Telstra's Regional and Rural Presence Plan, to take effect from 1 July 2006.

The Regional and Rural Presence Plan was prepared in response to a telecommunications carrier licence condition issued in August 2005.

In line with the licence condition, the plan is designed to be consistent with Telstra’s commercial interests — it is not intended to be prescriptive nor impose undue financial and administrative burdens on Telstra.

Telstra is strongly committed to an ongoing presence in rural, regional and remote Australia as it works to better meet the needs of customers and to maximise business performance. In 2000 we established Telstra Country Wide — more than five years before imposition of the licence condition. This was a commercial decision based on the need to gain a better understanding of local issues, capabilities and opportunities and to use this knowledge to improve services and business outcomes.

The Plan states Telstra’s commitment to maintaining local managers responsible for overall sales and service performance in their regions, and senior executive responsibility for the delivery of services and products, and advocating customers’ interests at the highest levels within the company.

Many aspects of Telstra’s operations are already extensively regulated and reported on. The Plan contains links to Telstra and regulatory websites containing information and performance reports on all aspects of regional telecommunications services.

In line with the Minister’s approval the Plan will come into effect on 1 July 2006.

Annual Regional and Rural Presence Plan review

Under the Local Presence Plan Licence Condition (Carrier Licence Conditions (Telstra Corporation Limited) Declaration 1997 (Amendment No. 2 of 2005)) Telstra is required to report annually on its progress in implementing the the Regional and Rural Presence plan.
