Integrated Public Number Database (IPND)

The IPND is an industry wide repository of all Public Numbers. Carriage Service Providers, also known as Data Providers, are required to provide Public Number Customer Data (PNCD) to the IPND. Part 4 of Schedule 2 of the Telecommunications Act (Act) specifies the obligations on Carriage Service Providers (including Telstra) to provide data to the IPND.

IPND



The responsibility to establish and maintain the IPND was placed on Telstra as part of the Carrier Licence Conditions (Telstra Corporation Limited) Declaration 1997 (Licence Condition).

Approved IPND Users also known as Data Users may access the database for Approved Purposes as described in Clause 10(1) of the Licence Condition:

  • providing directory assistance services
  • providing operator services or operator assistance services
  • publishing public number directories
  • providing location dependent carriage services
  • the operation of emergency call service or assisting emergency services under Part 12 of the Act
  • assisting enforcement agencies or safeguarding national security under Part 14 of the Act
  • any other activities specified by the Australian Communications and Media Authority (ACMA) by written notice to the license. This includes IPND Audits and Emergency Warning Services.

Those parties intent on becoming an IPND Data Provider or an IPND Data User should firstly read the IPND Scheme (Division 3A) of the Telecommunications Act 1997, Emergency Call Service Determination (http://www.comlaw.gov.au/Details/F2011C00206) and the IPND Code.

IPND Scheme

The IPND Scheme is administered by the Australian Communications and Media Authority (ACMA). The IPND Scheme details the processes by which the ACMA may grant authorisation enabling access to and use of information in the IPND. Public Number Directory Publishers (PNDPs) and Researchers will have to hold an authorisation from the ACMA before they are allowed to access data from the IPND. Charges



IPND Charges

IPND Charges have been recently revised to enable the IPND Manager to recover the cost of maintaining and operating the IPND (pursuant to the IPND Manager's rights as set out in clause 10(10) of Telstra's Carrier Licence Conditions). All Data Users are charged an Annual Subscription Charge, Communication Charge and Encryption Device Charge to access data from the IPND. If you require further information on IPND Charges, please contact the IPND Manager using the "IPND Contact Us" e-mail facility.

Data User Agreements

All Data Users are requierd to sign an IPND Data Access Agreement with the IPND Manager prior to proceeding with access to any IPND Data.

Please review IPND Data Users and Data Providers Technical Requirements document for IPND, IPND Data File Guidelines document and Error Correction document. These documents are available from the "IPND Specifications" tab on this page.

Those parties intent on becoming an IPND Data Provider or an IPND Data User should contact the IPND Manager via the "IPND Contact Us" email facility. The IPND Manager will outline the process involved in connecting to the IPND and forward an IPND information pack which will include an Application of Intent (AOI). The completed AOI should be returned to the IPND Manager, as soon as practical.

This document provides IPND Users and Data providers with a set of guidelines that will enable them, to produce valid input to and correctly interpret the output from the IPND. This document is evolutionary because the IPND data file source codesets will grow as the number of data providers and users grow.

IPND Error Correction (PDF, 271KB)

This document is describes the processes for the management and correction of hard and soft errors resulting from erroneous or incomplete files being sent to the IPND. It covers the business processes regarding error management and correction in the IPND. Technical aspects of error management will not be considered in this document.
