Mullaloo Community Update - January 2012

Telstra recently submitted a development application with the City of Joondalup for the proposed Dampier Park facility as per the multiple site option Proposal 3 from the earlier Mullaloo consultation.  In accordance with Council policy, the proposal has been advertised for public comment by the City.

Mullaloo Community Update – May 2011

Telstra has now completed assessing the responses to the information kiosk drop in sessions and community feedback.

The proposal from the community feedback that has been selected to progress to the next stage is Proposal 3 (Beldon Shopping Centre plus Dampier Park). The Dampier Park component of this proposal is considered to have the least visual impact of the non rooftop options considered and can meet a significant component of the original coverage objective. It will be subject to a Development Application process with council.

Telstra will commence the required land owner and council approval processes for the Dampier Park site in Kallaroo shortly.

Mullaloo Community Update – December 2010

The information kiosk drop in sessions to discuss the alternative proposals, together with the original single-site solution were held at the Rob Baddock Community Hall, 160 Dampier Avenue on Thursday 21 October, Friday 22 October, and Saturday 23 October, 2010.

Community response was very limited, with only five attendees over the three sessions, with two attendees only providing formal comment, being one preference for Proposal 1 and one for Proposal 3.

Due to the low level of attendance at the sessions Telstra kept the website open until mid December to allow for further responses.

From 12 October to 13 December six email responses were received via the website which had a total of 214 page views.

Next steps ...

Telstra will now assess the response to the information sessions and community feedback and will then follow through with any regulatory compliance process required to progress any selected or revised solution. This may include further community consultation to be undertaken by either Council or Telstra as applicable to the revised proposal.

Please be assured that Telstra will choose a well-considered and responsible proposal taking into account community feedback with the least visual and environmental impact at Mullaloo.

Background information

In July, Telstra commenced community notification for a proposed facility at Mullaloo Plaza Shopping Centre, 11 Koorana Road, Mullaloo (in accordance with the Deployment of Mobile Phone Network Infrastructure Code - C564:2004).

Telstra has decided to suspend progressing this proposed facility, while we examine possibilities for alternative sites in the Mullaloo area including sites suggested by residents as part of the consultation process.

As a result, Telstra closed the extended consultation program for the proposed facility at Mullaloo Plaza on 3 September 2010.

Networking for Mullaloo’s future

A new facility in or close to Mullaloo will improve the coverage signal and capacity in the area.

This will result in the growing number of Telstra Next G™ customers continuing to enjoy improved indoor handheld performance and mobile broadband data speeds.

If mobile facilities are not upgraded, some of our Telstra mobile and wireless broadband customers, particularly indoors, are likely to experience diminished network performance and coverage in the Mullaloo area.

In order to improve the level of mobile services to the Mullaloo area, Telstra has been working on plans for an additional facility since March 2010.

Telstra proposed a rooftop facility at the Mullaloo shopping centre. This proposal attracted significant community interest.

When Telstra proposed a wireless network upgrade at Mullaloo Plaza, the feedback received from the community indicated that further consideration of alternative options was warranted.

In response, Telstra has investigated alternative site options, with both single-site and multiple-site solutions being considered.

Multiple-site solutions are less common, but Telstra is investigating the feasibility of this suggestion after several residents recommended that a multiple-site approach would be a more acceptable alternative during our earlier consultation program.

Proposals under consideration

Options, or proposals, currently being considered by Telstra are as follows.

Multiple-site solutions under consideration:

  • Proposal 1: Beldon Shopping Centre, plus Mullaloo Surf Club
  • Proposal 2: Beldon Shopping Centre, plus Mullaloo Plaza roof top (2 antenna)
  • Proposal 3: Beldon Shopping Centre, plus Dampier Park
  • Proposal 4: Kallaroo Park, plus Mullaloo Surf Club 

Single-site solution under consideration:

  • Proposal 5: Mullaloo Plaza roof top (3 antenna) – the original proposal put forward in July 2010

Beldon Shopping Centre


Proposed facility: Co-locate our antenna inside an extension of the existing telecommunications facility at Beldon Shopping Centre

Other sites that were reviewed, but not progressed at this point in time:


Gunida Park (single-site option) – This site was indicated as a possible site location by Joondalup Council. Telstra undertook a review and a 20m pole would be required at this site to meet the coverage requirements.

Charonia Park (single-site option) [being the reserve adjacent to Mullaloo Heights Primary] – This site was indicated as a possible site location during consultation process feedback. Telstra undertook a review and a 20m pole would be required at this site to meet the coverage requirements.

Next steps…

After the community information kiosk sessions (details below) are held, Telstra will assess community feedback and proceed through any regulatory compliance process required to progress the chosen site. If we progress with one of the sites above this will include further community consultation either via Council or Telstra.
